In Tanzimat, the Ottoman Empire shifted from decentralized rule to centralized rule and this thus had an impact on the Arab provinces that the Ottoman Empire controlled. The reforms had an agenda to control the people, it was trying to bring everyone under the grip of the Ottoman Empire.
The reforms on Arab provinces was loved by some (those who benefited) and hated by some (who did not benefit and were harmed). There were those who were pro-centralization and there was those who were anti-centralization. Thus, the word reform then can be problematized; it can be something positive and can be something negative.
