President Bush’s 2002 “Freedom Commission on Mental Health” had the Mission to: “recommend improvements to enable adults with serious mental illness and children with

serious emotional disturbances to live, work, learn and participate fully in their communities.” The Commission’s interim progress report stated, “America’s mental

health service delivery system is in shambles.” The 2003 final report issued six goals, as outlined in the text. Discuss the feasibility of implementing the stated

goals, citing resource requirements and “political will” in your assessment.
