Definition of terms: Frequency: Rate the frequency of occurrence using the following scale: 1-Highly Likely (>3 incidents targeted at the U.S.), 2-Likely (1-3 incidents targeted at the U.S.). Magnitude: Rate the potential using the following scale: 1-Severe (>100 deaths or >200 injuries), 2-Moderately High (50-100 deaths or 100-200 injuries), 3-Moderate (Fewer than 50 deaths or 100 injuries). Priority: Prioritize terrorist groups based on frequency and magnitude using a numerical rating.
