The Continental Congress adopted the Articles of Confederation. On November
15, 1777 the first constitution of the United States was drafted. Known as the Articles of
Confederation, this first constitution created a loose confederation of sovereign states and
a weak central government. This resulted in most of the power with the state
governments. Due to this issue, leaders felt the need to convene, resulting in the
Constitutional Convention in 1787.1
In 1787 in Philadelphia, fifty-five delegates met for this convention? These

delegates, or as historians call framers, met 89 of the 116 days from May 25 through their
final meeting . The framers were charged with the task of amending the
Articles of Confederation. Instead of amending the Articles of Confederation, the
delegates decided to write a new constitution altogether. Because the delegates came
from all parts of the country-every state but Rhode Island was represented-they
differed on a number of key issues}
