Order Description

1. Please see attached document “instructions” for specific details regarding this order.

Course: Public Policy Peace Operations – EXPERIENCIAL APPLICATIONS

Course Overview

Purpose of the Class:

Peace Operations I examines theories of peace and stability operations.  Peace Operations II features guest speakers who detail their work in the field.  Both approach

our discipline from a functional perspective.  Experiential Applications concentrates on the institutional mindsets, characteristics, and behaviors of the actors

involved in these operations.  Readings, role-plays, and research underpin the class.  Special attention is also paid to developing students’ investigative and

graduate-level writing skills.

Learning Outcomes:

Upon completion of the class, students will be familiar with the different types of actors—civilian/military, government/ non-governmental, and local/international—

typically participating in an intervention, including their motivations and style of involvement.  They will better understand their ability to address conflict

parties and fellow intervenors.

Case Study Assignment Part II:

EA Case Study Part II——“Issue as Viewed Externally”

In the first part of your case study, you provided background information on your assigned territory, the parties involved in the conflict, and 10 authors’ thinking on

the source of the conflict.  In this portion of the case study, you will investigate one issue in that post-conflict society which impacts the bringing about of

sustainable peace.  In this case you have chosen to examine the discrimination issue in Guatemala from an external view. (***See attached. “Issue selection”)

Once more, your paper should number between 8-10 single-spaced pages; and each section described below created from 12-15 different sources per section.  Twelve pages

(including the sources) is the maximum page allowance.  Please use the Chicago style author-date system for citations (parenthetical references and a List of Sources)

found in the Common Reference Guide (Attached).  With respect to format, please use the following:

Primary sources, academic sources, scholarly journals, journal articles, books, and reports, are typically form the bulk of the sources for sections A and B.  The

latter two, and information for sections C and D, may be found through the Internet sources.  ***In all sections, the CIA World Fact Book and encyclopedias (including

Wikipedia) are not considered appropriate resources. DO NOT USE THESE.***

You have selected to do the “Issue as Viewed Externally,” for the following sections A,B,C and D please:

Section A.  Describe the situation with your issue (ethnic discrimination) prior to the conflict.  (For instance, human rights violations were taking place in

Guatemala prior to 1960—describe)

Section B.  Detail what happened during the course of the conflict related to your issue? (Ethnic discrimination) (For instance, who became the child soldiers and why?

Who did they work for?  Who did they target?  How many of them were there?  Where did this issue stand at the point the conflict ended?)

Section C.  Select one international organization (IO) that is (or was) doing work in your country on your issue (in this case The United Nations Mission in Guatemala

(MINUGUA)).  Please state the full name of the organization and where it is/was headquartered.  Indicate when it was established and for what purpose.  Explain the

organization’s policy on your issue in general.  Describe where the organization has/had offices in your country and the program(s) that it has/had to address this

issue in your country—when initiated (and closed out if relevant), target population, and summary of program.

Section D.  Select one international non-governmental (NGO) that is (or was) doing work in your territory on your issue (NGO- Catholic Relief Services (CRS)).  State

the full name of this organization and where it is/was headquartered.  Indicate when it was established and for what purpose.  Explain the organization’s policy on

your issue in general.  Describe where the organization has/had offices in your country and the program(s) that it has/had to address this issue in your country—when

initiated (and closed out if relevant), target population, and summary of program.

Additional Instructions For This Order:

As described in the assignment above;

1. In section A- I will be looking to see the history of ethnic discrimination in Guatemala prior to the conflict period.  You can go way back in time.  Much of this

material will likely be found in old journal articles (check JSTOR), books, and possibly the beginning portions of reports that are dealing with the issue in the

post-conflict period (they usually like to tell the story of the past).

2. In section B, please detail the ethnic discrimination taking place during the conflict period.

You may use web sources for sections C&D
3. for section C- Kindly use The United Nations Mission in Guatemala (MINUGUA) to cover all the requested bits of information per your topic of (here addressing)

4.  For section D- Catholic Relief Services (CRS)  is definitely an NGO – once again kindly ensure it had offices in the country, cover all requested bits of info, and

it is OK if the programming concluded and they went home.

–    -For this order you are to write an 8 page case study paper regarding the specifications described above for each section.
–    The structure of the paper should follow the details indicated above and also view attached “CaseStudy_Part II_Example” to get an idea of what your paper

should look like.

****Fundamentals of Writing:
–    It is important that the entire paper is well organized, coherent, concise and to the point.
–    The structure of your paper should move smoothly from one point to the next, the same way you want your audience’s thought to go. Therefore, Transitions

between paragraphs, recommendations or stating an issue, needs to be well elaborated and explained clearly.
–    Do not use filler words within your sentences. e.g. “in order to”, or “the parties”. If you have labeled/header as the parties section within your paper, do

not write “the parties again” within that section- these are filler words and they should not be used repetitively. Also, make sure you don’t over use the word “and”

repetitively within the same sentence twice. This becomes confusing and redundant.
–    Use creative action verbs to start a direct sentence, such as;
o    Create – Sentence 1
o    Design – Sentence 2
o    Implement – Sentence 3
–    Your paper should be written in a way that someone who doesn’t know anything about your topic, should be able to understand what your paper and arguments are

about.
–    *****By any means, do not use passive voice in your writing. It needs to be more active and forward leading
