In 1979 World bank economist, Emanuel DeKadt, wrote a book, “Tourism – Passport to Development?: Perspectives on the Social and Cultural Effects of Tourism in Developing Countries (A Joint World Bank – Unesco Study).  The main point of the book was the question mark on the title of the book, “Tourism. . .Passport to Development?”  He basically argued that tourism was a poor development option in developing countries.  Based on the assigned readings, lectures and discussion of this class provide an arguement of why DeKadt’s arguement may still have, or not have, relevance 34 years later.
