1. Explain the basic powers of Congress and the President as outlined in Chapter Three of the text, Politics in America. What is the reason they have powers that might come into conflict with one another? In your view, what is the single most important power or privilege that each branch possesses?

2. It is clear that the overlapping powers of Congress and the President lead to increased inefficiency in government. Analyze the reason behind this tension. Is there a better solution for the US government that will increase efficiency and maintain the balance of power? Explain your answer.
