General guidance notes for the essay
• The essay is expected to demonstrate students’ systematic and in-depth knowledge of public health policy and strategy;
• The concepts and terms described in the essay should be well defined with the appropriate reference to the literature as well as students’ own understanding;
• There should be a clearly defined and argued thesis statement or argument presented in the essay.
• There should be an appropriate balance between theoretical presentation of the topic (i.e. drawing on the necessary theoretical perspectives) and practical implications in public health (i.e. providing specific and practical examples);
• A wide range of literature sources providing contrasting and/or contradictory opinions should be provided, correctly referenced and discussed within the context of the essay. Minimum 30 references should be used and cited in this essay (NB. Only cited items should be included on the reference list)
• The references should include academic books and textbooks; peer reviewed publications from the academic journals; and reports by national and international organizations;
• A maximum of 3 internet sources can be used, and where internet sources are used, these should reliable and evidence-based sources and correctly referenced  with the website address and date (NOTE: web links alone are not acceptable and Wikipedia (and other sites as such) ARE NOT appropriate references)

Formatting and presentation of the assignment
• The word limit (4000 words) must be observed with a 10% discretion; the word count must be indicated on the last page of the essay;
• All pages must be numbered;
o       The Title page must include
o       the title and the number of the module;
o       the name of the module leader;
o        your student number;
o        the assignment title and the topic you selected;
o All referencing should be in line with the Cite It Right (NOTE: essays that are not appropriately referenced will fail);
o Work must be proofread for grammar, spelling and formatting mistakes before handing in;
o You should follow all additional given guidelines and marking criteria;
o You should check your essay via Turnitin in prior to handing in; be sure that you leave ample time to make any necessary changes and note that Turnitin can take up to 24 hours to provide an ‘Originality Report’;
o One hard copy of your essay should be submitted to the Health & Bioscience Help Desk; and an electronic Word version of your essay should be submitted online to the electronic plagiarism detection system Turnitin via MOODLE. BOTH submissions should be done BEFORE the DEADLINE.  If you fail to submit your electronic copy to the plagiarism detection system and/or your hard copy to the Help Desk, your work will be considered late and penalized.
o If your plagiarism percentage is too high or there are several stretches of poorly referenced or copied text; you will be able to make amendments and resubmit your essay providing this is within the deadline period.

Governments all over the world use a wide range of evaluation methods to ensure that policies, programs and public services are planned and delivered as effectively and efficiently as possible. A major driving force for high quality policy evaluation is the Government’s commitment to evidence-based policy making. This requires policy makers, and those who implement policies, to utilize the best available evidence from national statistics, academic research, economic theory, pilots, evaluations of past policies, commissioned research and systematic consultation with delivery agents.

Public health professionals play a key role in understanding policy and its evaluation and adapt the lessons learnt in their practice. They may be asked to evaluate an international, national or local policy and understand, analyze, critique and provide evidence based reasons to the complexities in its achievement.

This assignment provides the student with the opportunity to engage with this process, on a limited scale, and to produce a written assignment that may be of benefit to their practice area. This essay should demonstrate your achievement of the module learning outcomes regarding critical analysis of policy.

Learning outcomes

• Appraise the evidence and values that underpin policies and demonstrate critical understanding of related strategies
• Critically examine and analyze the complex interdependency between the organizational, economic, social, ideological factors in public health policy and strategy implementation.
• Propose evidence-based policy options for solving problems and develop appropriate strategy
• Demonstrate a capacity to analyze an international, national or local policy.
• Develop a plan to secure the resources required to implement a policy using a multidisciplinary team, demonstrating leadership/influential skills, and working with and involving other stakeholders as appropriate
• Recognize the complexities in policy implementation and achievement of all outcomes

Guidance for completing the assessment

i) To approach this task, first, identify a health related policy or strategy (or one component of a policy or strategy) that was implemented in the last 15 years, second; identify any local, national or international policy documents as well as some data and evidence to enable assessment.

ii) Background (1000 words) – use the sub-headings as below, and in each sub-section, try to answer the following questions.

• Background – What were the problems? How did the issue come on to the political agenda?

• Aims and objectives of the policy – Why was the policy introduced? What was the policy intended to achieve?

• Policy options – Who proposed the idea? Were there any alternative ideas?

• Policy process – Who were proponents and opponents of the policy? Was feasibility questioned and/or tested? Who implemented it?

• Policy outcomes – What were the results? What was achieved by it? Who benefited? Was it publicly recognised as a success or failure?

iii) Public Health Policy Evaluation  (1500 words)

• Describe what criteria you have chosen in the evaluation and explain why you chose them.

• Evaluate if the policy worked or did not work – Were the original aims and objectives met?

• Critique and discuss its implementation.

• Analyse any data or outcomes in relation to the criteria

iv) Discuss evidence based solutions for its better achievement (1250 words)

• Point out positive aspects of the policy (both in terms of process and outcome, if any)

• Identify barriers and obstacles for successful implementation and areas for
improvements

v) Write the lessons learned from the whole process (summary, conclusions and recommendations (250 words)
