Critically analyze the pros and cons of a Human Rights Bill/Charter for Australia

Assignment Structure
The assignment is to be written in the form of an essay, and analyze evidence for and against different approaches in Australia and to a lesser extent Internationally to the implementation of human rights, focusing on whether or not a human rights bill or act is desirable.

Briefly explains terms such as the United Nations, it’s instruments, and the different ways historically, States or countries implemented the UN declaration and conventions.  
Briefly describe the motivation behind, the process, and the information sought in  the Australian Government’s human rights consultation on human rights legislation;
Clearly states the research question.

Body of paper.
The body of the paper must cover:
The range of options for countries to implement human rights codes including through  the United Nations instruments;
The current situation in Australia re protection of human rights;
Alternative legislative provisions for Australia, drawn from your reading (both nationally and internationally), and The pros and cons for each ( use examples where relevant);
Your own perspective or opinion on the different legislative options for Australia with examples/reasons for your point of view.

Conclusion
This section must summarize your original question and then give your recommendations with an  overview of the reasons behind your recommendation.

I do not want to be too prescriptive in terms of how you structure the body of your paper as there is no single correct way to do this. The most important thing to do when deciding how to structure this (or any) paper is to do it in the way that leads to the most effective communication of your ideas. Given this, you may use sub-headings if you wish.

If you feel unsure about how to structure this essay, I urge you to consult the O’Shea reference (full reference given in the unit guide).

This assignment requires you to reference using APA style (unless otherwise agreed). Although referencing is not worth many marks in this assignment, I recommend getting it right to maximize your grade.
I am happy to accept other referencing styles as long as students first ask me, and then note that permission on their assignment submissions.
