Overview and Objectives:
e-Government is a rapidly expanding area of e-Business with many government departments and
authorities at all levels of government (Local, State and Federal) seeking to increase their use of
internet based mechanisms to interact with citizens, customers, their own employees and other
government authorities.
Of particular interest is the current e-business initiatives used by government departments /
authorities to interact with, and conduct business with, the public. We refer to this form of e-
Government as Government to Citizen or (G2C).
As with all e-business initiatives, there are many challenges that need to be addressed to make
that initiative successful. While many of the challenges in successfully engaging with the public
are very similar to those faced by the private sector, there are a number of challenges that are
specific to G2C and the citizen that use them.
The purposes of this assignment is for you to investigate the citizen related issues / challenges
faced by e-government initiatives and investigate how one e-government site has addressed two
of the challenges. You also need to make recommendations as what changes need to be made
to better address those challenges..
Your perspective in this assignment is that of the citizen , so when discuss the challenges and
making recommendations, it should be from the citizen / user perspective.
Required:
Write a report of no more 2,500 words (absolute maximum) that:
1. Identifies and discusses two major citizen / user related issues or challenges that are of current
importance in G2C.
2. Briefly describes the e-governance site / presence / mechanisms of government department /
authority (including main users and their reasons for using the site) and comments on the
purpose of the mechanisms and presence.
3. Discusses the relevance of the each of the two major G2C issues / challenges to the
department / authority and its e-government efforts.
4. Discusses how well, in your opinion, the government department / authority has addressed
each of these issues / challenges and makes recommendations as appropriate for how the egovernment
department / authority could improve the way it addresses these issues / challenges.
Your report must note any assumptions you made.

It is important in the first part of the assignment that you draw on the current literature – both
academic and practitioner – by practitioner we mean industry / trade journals and magazines,
consulting white papers and the like). It is also important that you find recent articles – there will
be lots of literature from about 10 to 15 years ago and while this will be of some help, things have
changed and you will need to make sure you include more up-to-date references.
Your starting point should be the text as this will provide references to other literature. Access to
