1. Describe some issues (public, economic, political, group and interest-based, etc.) that lead to certain views being taken on secondary schooling.
2. On what basis has one of your issues been justified and come to be taken as a normal part of policy in most schools?

This first assignment is meant as an exercise where you analyse two educational reforms. Part of this is a consideration of the context in which challenges to the purposes of education emerge. The aim is for you to demonstrate your capacity to describe how an educational issue comes into being and to show your understanding of the actions the reforms might have on your day-to-day practices.
The steps on the next page are a guide for situating the issue/reforms and a process for you to follow when constructing your written response. You will see that the process prompts you to ask questions, which is a way for you to systematically see the objects of the reforms. This can be initially frustrating but finding and taking one’s own path is an important part of postgraduate study.

First: (ask questions before giving answers)
• What in general terms are the questions being asked at the time the reforms are made public?
1. Describe some issues (public, economic, political, group and interest-based, etc.) that lead to certain views being taken on secondary schooling.
• What are the points of contention in the issues being debated?
• Who is involved?
2. On what basis has one of your issues been justified and come to be taken as “normal” part of policy in most schools?
Second: (look for social educational purposes)
• Within the reform/s you have selected, what are the purposes of schooling targeted and which conditions have brought the issue into focus?
• What are the answers/solutions being put forward?
3. What educational/pedagogical reasons may have been overlooked in the reform process?
Third: (take the solution and move back to problem)
• How, in terms of this issue, have schools been asked to change in preparing students for the transitions into senior secondary education and beyond?
• Argue back from the solution to the problem.
• Select the main solutions and work your way back to ask how the initial problem came to be formulated.
4. Overall, what do you see as the main implications, educational and other, of these reforms for your subject areas?

• What are the significant post-compulsory challenges being addressed for schools and teachers in your subject areas?
• Look at what actions are expected from those involved – how might teachers/schools have to reorganise, alter their practices as a consequence?
• How will changes be assessed and evaluated?

• Are some important things being hidden, ignored, not identified?
