Project One

Developing a Logic Model, Constructing interviews/surveys, and writing a briefing memo on it

Select a program that you want or plan to evaluate. To fully understand its causal theory and how you might measure key aspects of the program, develop a logic model on the program.  The specifics for this assignment are listed below.  Complete the following assignment as a briefing memo to the director on the initial program evaluation model.

1. Briefly describe the program, and its major goals and activities, and construct a program purpose statement. If the program has a mission statement, this may be used as part of the description.

2. Construct a logic model with activities, outputs and outcomes for the program.

3. Specify measures which could be used to determine if the outputs and outcomes have been achieved, with as much specificity to the measures as possible. If possible try to get ideas on these outcomes from program staff or written materials such as a brief literature review on similar types of programs as well as from your own understanding of the logic of the program and the “theory” behind its rationale for existence. Briefly describe people or materials consulted for the development of the logic model, as part of your literature review section.

4. For each measure, suggest one or more methods by which the measure could be gathered or obtained, including both quantitative and qualitative methods.

5. Choose one of the measures, and develop an instrument to get primary or original data for this program measure. So the instrument could be a survey, a structured interview list of questions or a list of questions you would use for a focus group to gather data on this program.

6. Write a briefing memo to the program manager (who is assumed to be your client for the evaluation) briefly describing your work on the logic model and the survey/interview list for the evaluation. (The briefing memo might be about 5-10 pages single-spaced, though grades will not depend on the length.) Your briefing memo for the logic model might have the following five sections:
7. Introduction and Overview (purpose and usefulness of the logic model);
8. Short literature review on similar programs or what we know about similar programs;
9. Presentation of the logic model (and write a brief narrative on the logic model, what it means, and a description of the measures for the outputs and outcomes);
10. Presentation of the instrument you have developed and how you plan to use it for the evaluation; and
11. Conclusion
