FEMA stands for the Federal Environmental Management Authority, which is an agency of the US Department of Homeland Security. The primary purpose of the agency is to manage the response to disasters that happen in the United States, especially those that overwhelm the resources of state and local authorities. The governor whose state faces the adversity is required to declare a state of emergency and officially appeal to the President that the federal government and FEMA respond to the catastrophe. The agency also offers its services to territories of the United States. The only exemption to the state’s gubernatorial announcement requirement comes about when an catastrophe or emergency occurs to a federal asset or on federal property.
In addition to FEMA’s on-ground backing of efforts to mitigate or recover from disasters, which is a primary part of the agency’s charter, FEMA also provides local and state governments with professionals in several areas, as well as finance for reconstruction efforts and relief coffers for infrastructure by allowing individuals to acquire low interest loans, in partnership with the Small Business Administration (SBA).
