Bessette, a politics proffessor at Claremont McKenna College, seeks to prove that deliberation is an important part of the American political system. Bessette is clearly skeptical about contempoary political theories which rely solely upon self interested bargaining to explain political behavior. Bessette relies primarily upon qualitative case studies to illustrate that members of congress are motivated by principles in addition to self interest. While compelling, Bessette’s argument is ultimately unpersuasive because it fails to explain the behavior of most legislators.
