Question 2
Ruritania, a country in the EU has not ratified the ILO Convention concerning Freedom of Association or the ILO Convention Concerning the Application of the Principles of the Right to Organise and Bargain Collectively. Several workers within Ruritania have lodged complaints with the ILO about their right to associate and bargain collectively. Can the ILO’s Fact-Finding and Conciliation Commission consider their complaints?
Ruritania is concerned that the free movement of workers in the EU will cause their country to be flooded by migrants from Zibotania, a neighbouring country about to join the EU. The Prime Minister has put a Bill before the Ruritarian Parliament that would have the effect of preventing or restricting the amount of workers that can come to their country from Zibotania. Advice the Ruritarian Parliament on the legality of this Bill if it passed as law.
