Paper, Order, or Assignment Requirements

Please research these two topics and after thoughtful consideration prepare your response. You must include a bibliography.

This is the original requirement. There is no page limit, so I chose 4 as an approximate. There is no source limit as well, but for Topic 1 we need to use the charts and laws on the book. We can use other sources however they have to coincide with the laws cited on the book (in terms of dates, etc).
For topic 2 we will need other sources. For question 3 of topic 2, there is a risk inventory that I will upload as a reference. We need the risk and how to mitigate the risk. 
For both topics the recommendations or solutions have to be assertive and definite. No “could” or “should” solutions, but the exact way the risk managers should proceed.
