Law enforcement entities have been shifting to a new way to document and track criminal activity. The purpose for the shift was to enable all law enforcement entities to transform their technology, but most of all improve the operations. Since the terrorist’s attack of September 11, 2001, this tragic event opened the eyes of all Americans to show the importance of a review of how the data was collected. Most essentially, this attack on the United Stated showed that the law enforcement entities did not have a plan in place nor an effective and quick way to communicate with other major law enforcement entities. Communication with other community infrastructures was basically non-existence to include, nuclear plants, water treatment facilities, hospitals, etc. basically, those agencies that are vital and could easily be compromised by terrorist attacks. After realizing Americans were at risk, measures were put in place not only to ensure, but to improve the gathering of intelligence and communication with the vital agencies. Thinking back and recalling, law enforcement agencies used at one time, the using of an enlarged map that was marked with colored push pins to show the vital areas of which were patrolled. Each colored push pin represented a crime that was committed inserted in the area of the vicinity. Today, agencies have moved away from the colored push pins to charts, graphs, power point presentations, etc. The U.S. Homeland Security contributed to various agencies during a five year period (2004-2009) $340 million to law enforcement entities. The purpose of the distribution of the monies was for the agencies to implement their creation of tracking intelligence. “In order to develop an efficient Intelligence-led policing (ILP), goals must be met by all levels of government to include: change in organizational structure/process, develop plans against attack, establish follow through with the threat data, using newer technology and secure connection” (Carter, 2004, p. 5). Agencies need to work together in enhancing and exchanging their information. The importance of fusion centers came into play after September 11, 2001. The purpose was to create a center in different areas across the United State for representations from selected law enforcement entities, emergency services, etc. to coordinate and exchange vital data. “There are more than seventy fusion centers that currently operate in thirty-seven states. Each fusion center varies in size and location. Some are in offices of government buildings, others are in stand-alone facilities” (Schmalleger, 2011, p. 200). The fusion centers consist of multiple representatives from agencies combined in one center. The fusion centers are still a work in progress due to the need for better enhanced technology. “There is little indication that the fusion centers created are of any use to predict terrorriost plans of foiling prospectives attacks” (Taylor & Russell, 2012, p. 197).
