I was unable to find specific opponent groups in Nebraska but if you go a google search for opponents to nurse practitioner practice acts you will find more than plenty.

Legislative Bill Analysis Research Paper Rubric

 

This is a scholarly paper following the APA format.  I will provide guidance below as to what content I am looking for in the paper.  It is not just answering the questions, but you are to provide an effective, clear, and succinct argument about an important policy issue.  You are attempting to peruse elected official about why you position should be considered.   Therefore this paper is like other papers you have written.  Please spell out all terms as you will be writing to a layman’s audience.  For example don’t us NP unless you first define what the term means like in the following example:  “A Nurse Practitioner(NP) provide an important role in today’s healthcare system.”

 

Introduction Section

• Is there a paragraph introducing the topic.
• Does the intro include the LB # and name
• Is the paper’s author clear as whether they are a proponent, opponent, or could support the bill with changes? (If with changes, you must declare what changes are necessary later in the paper.
• Answer the question as to why this bill is important?

History Section

• Describe and analyze the Legislative Bill(LB) regarding each step of the legislative process.
• Historically who are the logical proponents and opponents for the proposed legislation?
• Has similar Legislative Describe and analyze the LB regarding each step of the legislative process.
• Describe similar legislation that has been passed in other states as well as when the legislation was passed.

Policy Implication Section

• Apply theory from the two texts.
• Analyze how this LB affects patients, nurses/advanced practice nurses, the health care system, and society. Be specific as the impact may vary from one stakeholder group to another or from one health care profession group to another.

• Identify the proponent groups (with rationale for why they were chosen).
• Identify the opponent groups (with rationale for why they were chosen).
• If the LB was review in a committee hearing you can find out from the the committee’s Legal assistant who testified for and against and if you ask right you might even be able to get copies of their testimonies.  (But you need to ask early so you can get it for your paper)
• Describe how passing of this legislation will impact stakeholders’ values.
