Basic answer

 

“Vision” can be described as “the ability to see or plan into the future”.

An example of how this is fundamental in a fire and rescue safety plan is described in London fire Brigade’s safety plan 2008-11 London Brigade’s has determined that the overall vision should be:

To be world class fire and rescue service for London, Londoners and visitor

To achieve this vision, London fire Brigade has determined a list of 6 strategic aims, examples of these aims are:

 

1-prevention

Engaging with London’s communities to inform and educate people in how ti reduce the risk of fire and other emergencies

 

2-Protection

Influencing and regulating the built environment from harm

 

3- Response

 

Planning and preparing for emergencies that may happen, and making a high quality, effective and resilient repose to them

 

‘Vision’ and ‘strategic aims’ are essential in a safety plan as they set a clear direction for a service and determine key areas that the organisation will focus on.

Using key performance indicators to measure success against strategic objectives allows a fire and rescue service to monitor progress. There are many example one example is:

Lancashire fire and rescue service strategic objective 1 is to:

“Reduce the number of emergency incidents and their consequences’’

Key performance indicator 1 (KPI1). Relates to fire incident outcome.

This indicator expresses the number and types of fire that Lancashire Fire and Rescue Service attends and also the number of people who are injured as a consequence.

The aims of the indicator are to see a reduction in primary fires, secondary fires, deliberate fire, fire deaths and injuries and also to see a reduction in unwanted fire signets from premises in Lancashire

3 (a) list reason as to why a fire and rescue service national framework document has a lifespan of 3 years

Basic answer

The fire and rescue national framework sets out the government expectation of the fire and rescue service.

The current national framework covers a bored range of activities and responsibilities of the fire and rescue service including resilience and prevention , protection and response .

According to the current fire and rescue service national framework , this document has a lifespan of three years so that it reflects the government’s plans for the whole of the designated comprehensive spending review period. However , the framework must continue to remain current and meaningful so the government will review whether change need to be made to the document after two years of the three have elapsed. The government intend to leave the document in place for the whole three years lifespan if possible. If that is not possible , the government will consolation any proposed revision , prior to implantation.

The new government said that the national framework 2008/11 remains in force. The minister announced on 28 July 2010 that they will no longer expect to enforce some aspects of it.

Community engagement is key priority for any fire and rescue service. In its safety plan for 2008/2011 , London fire brigade has stated that they wish to work more closely with people across London , and with a range of other stakeholders in the public , private and third sectors to explore with them what they expect from London fire and rescue service. They also asked the community to say what they think about current performance , and how they would like to London fire brigade developing and improving our service in the future.

By engaging with local communities , fire and rescue service will be better placed to determine local needs and discover how service can be best deliver to address those needs.

3 (C) Briefly describe ways in which employee resistance to change can be approached.

 

Basic answer

One way in which change can be approached is by using ‘ transformational leader ‘. Huczynski and Buchanan (2007) argue that transformational leaders are charismatic in duals who inspire and motivate others to perform ‘ beyond contract’.

According to Doherty and home (2002), the concept of transformation management and change is as follows :-

  1. Develops a vision of change which captures the attention of the organization.
  2. Communicates the significance of what the organization is trying to do.
  3. Negotiates consensus and commitment.
