Basically the empirical limitations are that Rogowskis argument is effectively untestable because of the ungodly amount of work it would take to actually build the dataset of historical domestic political coalitions for enough countries over a long enough period of time. Bartilows(who is my professor btw) is supposedly superior because his work is actually testable and was statistically significant and all that. Rogowskis empirical validity is undermined because no one has ever been able to provide any statistical evidence. You may also want to talk about endogeneity bias and how trade and the level of democracy are crazy endogenous. I have attached my classmates Master notes on here and if you scroll down to 11/7/14 you will find some of the information needed because Bartilow’s work is not online.
NOTE: Don’t copy this/paraphrase this too closely because this is a part of classmates essay, but this is his short explanation of the difference between Bartilow and Rogowski/the empirical limitations of Rogowski. (Note: RR = Rogowski)

” Bartilow’s (HB) work in understanding resultant political cleavages from increasing levels of trade is similar in that it attempts to understand the political effects of the exogenous shocks in the international trading system. But it is also fundamentally distinct since it attempts to theoretically specify the causal mechanism through which economic globalization exerts an effect on democracy. RR doesn’t do this, and engages in abstractions when speaking to the political effects of increased globalization and economic integration in international markets. To resolve these limitations, HB extends upon RR’s work by offering a theoretical perspective that draws upon microeconomic theories of the firm combined with previous democracy theories to explain the conditions that are least and most favorable for the development of democracy when economic globalization and higher exposure to trade interacts with ethnic heterogeneity.”
