The cost analysis must consider the following elements (at a minimum): labor, subcontractors, rental or purchase of equipment or facilities, travel, telecommunications, supplies and materials, and documentation. The output for this step is called project funding requirements, which is described in section 7.2.3 of A Guide to the Project Management Body of Knowledge. ( see below)

7.2.3.1 Activity Cost Estimates

Costs are estimated for all resources that are applied to the activity cost estimate. This includes, but is not limited to, direct labor, materials, equipment, services, facilities, information technology, and special categories such as cost of financing (including interest charges), an inflation allowance, exchange rates, or a cost contingency reserve. Indirect costs, if they are included in the project estimate, can be included at the activity level or at higher levels.

2. High-level project scope (less than 50 words)

The project entails the addition of about 21000 seats to the target college stadium including several luxury skyboxes all completed within 270 days beginning the off-peak season in 2014 and be ready by the start of the 2015 season. Any project delays would cost the constructor US$10,000 per day.

3. Problem to be solved or opportunity to be realized by this project (less than 25 words)

The renovations allow the college gain additional seats for her fans including luxury lounges that would allow her to invite dignitaries to important matches.

4. Project purpose or justification including specific measurable business impacts or results (less than 50 words)

The current football stadium for ABC college is obsolete with regards to the modern day requirements. Moreover, the seating capacity fails to be inclusive of the demands of the fans who wish to see their teams in action. In addition to that, absence of luxury lounges denies the college key revenue.

   • Install a new state-of-the-art playing pitch;
   • Increase the sitting capacity by 21,000 seats;
   • Install several luxury skyboxes and;
   • Upgrade walkways, stairwells, and elevators.
6. High-level requirements (less than 100 words)

Due to the financial constraints of the college, the college is unable to relocate to a new stadium and thus is compelled to renovate their current stadium in such a manner that befits a modern day football stadium. The project demands that 21,000 seats are added, several luxury boxes installed, upgrade of the playing pitch and upgrades of walkways, stairwells, and elevators. In addition, all relevant regulations on OSHA and taxes are met before, during and after the completion of the project. The construction company needs to deliver within 270 days lest they pay a fine of US$10,000 per day.

7. High-level risks (less than 100 words)

The main project risk would be in failing to meet the deadline as this would lead to not only a hefty fine on the part of the constructor but also a delay in the launch of the football season for the college. Moreover, the project data may be corrupted or distorted in the course of the entire program. Lastly, due to the high interest and stakes in the renovation, communication becomes an added risk to the project in that, the key stakeholders need to ensure that they communicate the progress of the renovation to the public.

Based on the current industry data, the entire renovation are likely to cost around US$73million in total. Any additional features to the project might see the budget rise.
