2. Provide a historical perspective about the victimless nature of the crime. For example, if you choose drugs as your topic, discuss how the legal status of drugs has changed over time and what societal forces or influences have motivated those changes.
3. Provide a theoretical understanding of the why you believe the activity is considered criminal.
4. What do you propose be done about your victimless crime? Should it be legalized? Further criminalized? Partially legalized? Be specific. What kinds of hurdles do you expect to encounter with your proposal? Who will oppose your proposal? Who will support it? What are the benefits to what you are advocating?
