Qualitative and Quantitative risk analysis

Each risk analysis strategy chosen produces a different response and result. Typically risk assessment is not a matter of best practices; rather, it is a matter of using the proper tools for the job. In what project scenarios is it better to use qualitative risk analysis techniques over quantitative? Why? In what scenario would you use a quantitative analysis technique?
