Reading Fluency, Comprehension and Motivation

This is the concept paper introducing a dissertation.

Do a review of the literature regarding the state of reading in the U.S. specifically, how are 3rd graders performing.  What implications does this have on future success?  A great resource would be NAEP.  In addition, how has NCLB impacted or influenced the emphasis on students gaining adequate skills in reading.  This should be about 2 pages.
