Regulatory Compliance Management

In describing the trend among regulatory agencies to employ a broader range of compliance management techniques, Sparrow states that ‘the tools of voluntary compliance are the newer, more politically fashionable, and less adversarial methods: education, outreach, partnership, consensus and facilitation’ (Sparrow 2000, p. 56).

Do you consider facilitation to be a valid tool of voluntary compliance? Why?
