Reinventing Government
Review the article, "Reinventing Government," and focus on the events that led to the proposal to reinvent government. Then, reflect on the basic tenets of entrepreneurial governments and how they might be used to reinvent government.
Review the course media, "Public Management Reform and Reinventing Government," with David Osborne. Reflect on the overall purpose of reinventing government, and the agenda, accomplishments, and recommendations of the NPR.
Review Chapter 1 in The Effective Public Manager: Achieving Success in Government Organizations. Focus on the essence of the current crisis in public management and the recent government responses to this crisis, specifically the National Performance Review and President Bush’s performance improvement initiative (part of The President’s Management Agenda).
Review the following reports accessible under the Web sites in this week’s Learning Resources:

The President’s Management Agenda
Think about the purpose, goals, initiatives, outcomes, and overarching themes associated with the National Performance Review (NPR) and The President’s Management Agenda. Also, consider how NPR was similar to and different from The President’s Management Agenda.
Reflect on how each approach effectively embodies the basic tenets of entrepreneurial government.
The assignment: (1-2 pages)

Compare (including similarities and differences) the National Performance Review and The President’s Management Agenda. In your comparison, note the similarities and differences of key initiatives and outcomes of each approach.
Based on the idea/concept of an entrepreneurial government, explain which approach you believe is more effective and/or useful for reinventing government. Provide evidence that supports your decision.
Support your Application Assignment with specific references to all resources used in its preparation. You are asked to provide a reference list only for those resources not included in the Learning Resources for this course.
