(2) Answer the following question:
How have struggles and collaborations around this issue developed within the context of changing political, social, and economic conditions in South Korea since the neoliberal counter-revolution?

a. In answering this question in your paper, you should consider and explain the geographically and historically specific ways in which neoliberal ideas, policies and practices played out in your country; how new markets were opened and capitalist relations introduced and/or transformed, and how social and political forces were reconfigured in the process.

b. You will also need to address how your issue relates to the discursive and practical shifts in international development (USA and other international aid or support) between the 1980s and the mid-2000s. For many of your countries, this will mean exploring the shift from neoliberalism to revisionist neoliberalism.

Consider, for example:
• The concept and role of civil society and the state
• The various uses of the “local”
• Sustainable development
• Smallholders and market access
• Decentralization and devolution of political power
• International rights-based framework
• Concepts of empowerment, responsibility, governance, and participation
