Strategy and policy in Health Management-part 2

This task is the second part to your previous work (Order Number 81403322) where you were asked to produce a strategic plan for your organisation.

For your information, I have revised the PREVIOUSE task before submitting as you can see in the attachment.
Please go through the attachment document -TASK 1 MARKING.
I have included the marker’s comments in the document, which should be useful.
I have also included some references at the end of this doc, which might help with the task.

In this task, you need to focus on the implementation of your change plan- CHANGE in this assignment refers to ORGANISATIONAL DEVELOPMENT ;in terms of change inside the organisation and IMPLEMENTING the goals (NCD PREVENTION) in the field and what will you do to achieve your goals in terms of operationalising them. Its up to you to include the specific goals and objectives but basically, whatever you decide to do (e.g. focus on one goal or more than one), you just need to be clear what steps/ processes/ procedures etc etc you will put in place to oeprationalise the goal.

You don’t need to reference it – just say something like, as outlined in Assignment 1, the organisation under consideration is and x, with y and t!

Goals
• Our main goal is to launch/introduce a whole new path into MSF activities agenda, aligned with MSF mission and visions, towards preventable illnesses (NCDs), in the low-income countries, where “the public health is in need for evidence based practices activity to combat the issue” (WHO, 2014) through initiating and development of educational programs and effective
implemented medical screening in order to prevent and/or minimise the burden of diseases for the next five years;
• This plan will be conducted as a pilot project for MSF, achievable through focusing on the field and/or rural areas at primary health care setting level with possible extension to secondary and tertiary health care settings in the future;
• Prerequisites profile of the target country (Appendix-I ).
I have considered the target country in a general category, however you can choose one African country based on WHO Data given on WHO Noncommunicable Diseases –Country Profiles 2014; (Also attached to my profile) http://www.who.int/nmh/publications/ncd-profiles-2014/en

Develop a detailed implementation plan, which will allow you to achieve your strategic vision.

Please read all the instruction and Tips carefully as they were given by the lecturer -you need to remember that when we talk about implementing plans, we are discussing how we implement change – you need to use tools and models to explain the process- For example use Gantt chart for the timelines staging and Models of Change (for example Kotter’s 8-Step Change Model, etc.) for explaining change procedure.

ASSIGNMENT TIPS:
Implementing Change has been a large part of the discussion around both policy and will continue through the change aspect. Strategic plans don’t generally show the implementation process, because that is not what a strategic plan is about. It sets the parameters.

Assignment two is about how in general you might want to go about addressing the changes you want to make. So, who are your important stakeholders? How will you get buy in? How will you know you have achieved the changes you want? What are your baselines?

You should always include an introduction (and a conclusion, too, for that matter). It is good practice to BRIEFLY (short paragraph only) reiterate your context and any information from assessment 1 that may help us to understand the content of your assessment.
• You can use your introduction to BRIEFLY (short paragraph only) outline the context for your implementation plan AS A REMINDER from your previous assignment; Tell us (very briefly) about your organisation, and remind us of what you’re working towards – then be sure to include any other necessary contextual details in the plan itself.
• Again, its all about clarify and flow- everything needs to make sense in terms of your aims and objectives. we are looking for what you would do and your rationale, rather than an actual full blown plan. Staging, timelines, and key responsibilities are an essential consideration for any change

➢ Strategic planning in healthcare

• First, it is assumed that the unit of production is not the individual but the organization. There is still a long way to go before it is fully recognized that a health professional working alone, even with sufficient material resources available, cannot solve all the challenges that arise in the current healthcare setting.

• Second, SP has a clear transformational purpose:
a) it identifies the current characteristics specific to the organization and the setting in which it operates;
b) it generates a vision of how the organization wishes to be in the future; and
c) it also defines the roadmap and actions required to change the organization’s current situation to the desired future situation.

➢ Aspects of change (what will you do?)
• Where does the impetus for change come from? (is it internal or external)
• What is the scope of the change (at what level(s), what scale – small, incremental or organisation or system wide, how fast)?
• What are the goals of the change (to improve performance, efficiency, effectiveness, accessibility, appropriateness, equity, quality, safety, culture, collaboration, competencies?)
• What processes will be used to effect change?
• What are the intended (and potential unintended) outcomes?
• What is the timing? (Proactive vs reactive, slow versus rapid)

– Planned, long range, involves total system, sustained, unfolding according to a strategy, supported ‘from the top’
