– Paper concerning the “COST” of implementing environmental policy.
Given:
The “cost” of environmental protection programs is often cited as a prime argument against the creation of environmental policies in government (political death to support the taxes necessary to fund mandates), the implementation of compliance programs in the private sector and the push to repeal or ‘rollback’ of existing law and regulation.

Action required:
Conduct appropriate research to determine the cost of environmental protection in the U.S. Prepare a comprehensive paper to summarize your findings.

Scope:
The project will address cost to either ‘option A’ the U. S. government OR ‘option B’ private business and industry.

Those choosing ‘Option A’ are expected to examine the total federal effort – annual budget – (not just the EPA) rather than a state program or a local/city program.

Those choosing ‘Option B’ may select one type of industry i.e. a single auto assembly
facility or an entire sector of the economy i.e. agriculture. Students may elect to use their present (or former) place of employment so long as they gain written permission (to be sent with the paper) to use identifying or propriety information.

Information, in both options, must include a discussion of cost by environmental matrix (air, water, waste etc) and then by major categories of expenditure – labor, capital, O & M, etc.
