The town of Gentryville recently adopted a local law that makes it a crime to be addicted to methamphetamines. Orville, a meth addict who lives in a neighboring county, visited Gentryville. Even though he never used methamphetamines while in Gentryville, he was charged under the new law. There is a good authority for the argument that the new law is unconstitutional because
