Is it fair for the Government to bail out banks and not the people that lost their homes because banks sold them mortgages that they know they were not going to be able to pay?

Is it fair for the Government to bail out banks and not the people that lost their homes because banks sold them mortgages that they know they were not going to be able to pay? Is it the responsibility of the bank to promote the right product to the client or is entirely the responsibility of the client?
